May be it's as simple as re-mapping the shout button.not sure which one I'd use, seems they're all employed. I've logged thousands of hours with this game on consoles but am very new to the whole modding thing, so it may be a rookie mistake or? It seems to stop working when I first use a shout, which would sort of make sense since it's the same button - but you'd think there'd be a way to toggle it or the mod authors wouldn't have mapped it that way. I am early in my game, and when I finished Dragon Rising, the horn stopped working.
Then I close out of my inventory & use RB which is also shout. I am playing with an xbox remote, so I select the horn in my inventory and get the message 'you cannot equip this item'. Took me a bit to figure out how to use it in the first place, this is what worked for me. Love this mod but hoping someone can help me figure out how to consistently use the horse call horn. I posted this directly in the mod page in the comments section, this page appears more active so I'll try here too.
